Vietnam's Remote Villages Get Public Administration Services Delivered
In Vietnam's mountainous Quảng Ngãi province, mobile public administration services are being implemented, bringing government officials directly to remote villages to guide residents through administrative procedures and digital transformation. This initiative aims to reduce residents' burdens and enhance trust in local governance.
In Vietnam's mountainous Quảng Ngãi province, efforts are underway to bring public administration services closer to residents in remote villages, where distance from administrative centers and difficult terrain pose significant challenges. Under the principle of "If residents cannot come to the commune, officials will go to the residents," mobile public administration teams have been established. These teams periodically visit villages to receive applications, guide residents through procedures, support digital transformation, and address their immediate needs. In Dục Nông commune, a mobile public administration team comprising officials from land, civil status, justice, and police departments was formed in November 2025. This team regularly visits each village to assist residents in completing administrative procedures, using online services, and integrating their VNeID accounts. Trần Thị Mỹ Hạnh, Director of the Dục Nông Commune Public Service Center, highlighted the difficulties residents face due to the vast area and the distance of many villages from the commune center. She stated that the mobile public administration model allows residents to complete procedures at village community houses or traditional stilt houses, significantly reducing travel time and costs. In the last two months of 2025 alone, the team provided consultation and support for over 1,000 cases in villages such as Gia Tun, Đắk Sút, Đắk Giá Long Đôn, and Đắk Blái, receiving and processing approximately 410 applications related to land, civil status, justice, and health insurance. Furthermore, commune police officers are guiding residents in integrating VNeID, registering their residency, and applying for civil status procedures. They also conduct campaigns to prevent social evils and drug abuse. In June 2026, the Dục Nông commune's mobile team provided consultations and guidance to 511 individuals. They received and processed 20 applications for birth registration, marriage, civil status correction, social insurance, and health insurance, and disseminated information on social security and poverty reduction policies. Currently, over 15 communes in Quảng Ngãi province's mountainous areas have implemented this mobile public administration model, deepening service delivery to the people. This initiative has enhanced the responsibility and professionalism of civil servants, fostering trust among residents. In Kon Plông commune, a mobile support team operates regularly, visiting all 18 villages monthly. Officials guide residents in online applications and track the progress of administrative procedures. In addition to civil status, land, construction, agriculture, and environment sectors, the team also supports procedures related to education, healthcare, socio-cultural affairs, and business registration. Trần Thanh Minh, Director of the Kon Plông Commune Public Service Center, noted that the model effectively meets residents' needs and improves the efficiency of local government. More importantly, direct guidance helps remote residents gradually acquire digital skills and confidently use e-services. Trần Cao Bảo Việt, Chairman of the Dục Nông Commune People's Committee, shared that these village visits not only expedite administrative procedures and save travel costs but also build trust between residents and local authorities. "This represents a shift from a management mindset to a service mindset, bringing administrative reform and digital transformation closer to the lives of people in the highlands," he said.
