India Embassy and Cambodian University Sign MOU to Enhance Educational Infrastructure
The Indian Embassy in Cambodia and Samdech Preah Sangkharach Bouaكري University (SBKU) signed an MOU for a Quick Impact Project (QIP) to establish a remote video conferencing room and modernize the electrical engineering laboratory, strengthening bilateral cooperation in education.
PHNOM PENH, July 18, 2026 -- The Embassy of India in the Kingdom of Cambodia and Samdech Preah Sangkharach Bouaكري University (SBKU) signed a Memorandum of Understanding (MOU) on July 18, 2026, in Phnom Penh for the implementation of a Quick Impact Project (QIP). The project, titled "Establishment of a Remote Video Conferencing Room and Modernization of the Electrical Engineering Laboratory at Samdech Preah Sangkharach Bouaكري University," aims to enhance educational infrastructure. The MOU was signed by His Excellency Vanlalvawna Bawitlung, Ambassador of India to the Kingdom of Cambodia, and His Excellency Samdech Preah Mongkol Thep Acharya Vong Anetha, Rector of SBKU, in the presence of monks, university representatives, management members, professors, and a large number of students. This QIP will result in the establishment of a modern remote video conferencing room and the improvement and modernization of the university's electrical engineering laboratory. This will provide better opportunities for students and professors to engage in digital education, virtual academic exchanges, and practical applications in the field of engineering. The project aims to strengthen the university's educational infrastructure and expand opportunities for cooperation with other higher education institutions and experts. His Excellency Ambassador Vanlalvawna Bawitlung highlighted the deep and long-standing civilizational ties between India and Cambodia, which have roots spanning centuries through religious and cultural exchanges, particularly the shared precious Buddhist heritage. He noted that education, technology, and human resource development have become important pillars of the growing partnership between the two countries and reiterated India's commitment to supporting institutions that equip youth with the necessary knowledge and skills to contribute to national development. This project builds upon India's long-standing partnership with Buddhist universities in Cambodia. Through past QIPs, India has supported the establishment of Information Technology (IT) Centers at Preah Sihanouk Raja Buddhist University in Phnom Penh and its branch in Battambang, as well as at Preah Sihanouk Raja Buddhist University and SBKU. Recently, the Indian Embassy also signed an MOU with the Battambang branch of Preah Sihanouk Raja Buddhist University to provide furniture and computer equipment for a new female student dormitory. These initiatives reflect the shared commitment between India and Cambodia to promote educational opportunities and enhance the capacity of Cambodian educational institutions and youth. Cambodia remains a valued partner under India's 'Act East Policy' and the 'Mekong-Ganga Cooperation' framework. India implements ten QIPs annually in Cambodia across various priority sectors, including education, health, women's empowerment, sanitation, agriculture, and climate change resilience. To date, 74 QIPs have been approved, with 55 successfully completed and 19 currently in the implementation phase. All these projects align with the priorities set by the Royal Government of Cambodia. These recent initiatives further underscore the strong and growing development partnership between India and Cambodia, focusing on grassroots impact, human resource development, and the promotion of sustainable livelihoods.
