Cambodia's Ministry of Information Launches Civil Servant Census to Boost Public Administration Reform

Cambodia's Ministry of Information has commenced a two-day census of its civil servants, running from July 23rd to 24th, 2026. The initiative aims to enhance the efficiency of public administration reform and promote transparency within the ministry. The census is being conducted by a dedicated team from the Ministry of Information in close collaboration with the census team of the Ministry of Public Function's structure update commission. On the first day, July 23rd, 2026, the Minister of Information, H.E. Net Phetra, along with ministry leadership, advisors, assistants, and other officials, participated with a strong sense of responsibility. Other leaders and civil servants will also undergo the census according to the schedule and locations set by the working group within the structures of the Ministry of Public Function. According to the Royal Government's Circular No. 11 dated May 20th, 2025, on the updating of structures and the census of actual civil servants within the structures of ministries and institutions under the executive branch, this census has four main objectives. These include clearly defining structures at all levels and types within ministries and institutions, clearly identifying civil servants who are actually working within these structures, updating and developing the IT-based data system managed by the Ministry of Public Function, and improving the payroll system for currently working civil servants. This census activity is expected to significantly contribute to improving work efficiency and ensuring transparency in human resource management within the information sector, aligning with the Cambodian government's public administration reform policies.
