Min Aung Hlaing Issues Secret Order to Severely Punish Non-CDM Employees Under Existing Laws Including Public Service Law if Secret Office Documents, Photos and Videos of Terrorist Military Leak

Yangon, July 6 It has been learned that a secret order has been issued to severely punish Non-CDM public servants if secret office documents, departmental photos, and videos from government departments are leaked to social media, under the instructions of military leader Min Aung Hlaing. The directive, designated as "secret" and dated April 28, 2026, instructs that public servants, in carrying out their office duties, must ensure that office documents, classified documents, videos and photos of them in departmental uniforms, and other work-related activities are not posted on social media platforms such as TikTok, Telegram, and Facebook, and that office documents do not fall into the hands of unauthorized individuals. It also directs responsible officials at all levels to continuously monitor and supervise these matters. Furthermore, it warns that any violation or breach of these directives for any reason will result in punishment not only under the Public Service Law, Public Service Rules, and relevant orders and directives, but also in accordance with existing laws. It has been learned that the directive also instructs responsible officials in various departments to pass down this order to their subordinates to ensure they are aware of and comply with it, and to report back to confirm their understanding and receipt of the instructions. A military source in Naypyidaw stated that the secret directive to severely punish Non-CDM public servants under the law has been issued because secret office documents, internal orders, and administrative documents from ministries and departments under the military junta have been frequently leaking to the outside. The military source in Naypyidaw explained that although Min Aung Hlaing has issued orders multiple times since the 2021 coup to punish the frequent leakage of office documents and departmental directives to the outside, it has not been successful even after more than five years, and similar orders continue to be issued.
