Banteay Meanchey Province in Cambodia has organized a training session aimed at strengthening the capacity of local administrative officials in 'social accountability,' a key priority for enhancing transparency, accountability, and public service delivery closer to citizens. On the morning of Friday, July 10, 2026, the provincial administration hosted a refresher training on 'the implementation of social accountability' for targeted officials from five district administrations and 42 commune administrations, totaling 47 local bases. The objective is to further enhance the capabilities of sub-national officials. The event took place in the main conference hall of the Banteay Meanchey Provincial Hall, presided over by Mr. Ly Sovannarith, Deputy Governor, representing His Excellency Ouk Ratree, Governor of Banteay Meanchey Province. Attendees included the Deputy Director of the Provincial Administration, representatives of the five district governors, commune chiefs, commune scribes, and several commune assistants. During the opening of the training, Mr. Ly Sovannarith emphasized the indispensable importance of 'social accountability' within the administrative management system. The Deputy Governor advised and reminded all participants that implementing social accountability is not merely a duty of their position but serves as a crucial bridge for building trust between authorities and local citizens. He stressed that district and commune administrative officials, being the closest to the people, must possess a clear, thorough, and proactive understanding to provide public services with transparency and equity. Mr. Ly Sovannarith further added that this refresher training serves as a golden opportunity for all officials to supplement their knowledge gaps, absorb new information, and exchange experiences with one another. This knowledge is intended for direct application in their respective localities to respond to the needs and resolve various challenges faced by citizens in a timely and highly effective manner.
