
Cambodia to Implement AI at Weigh Stations to Control Overloaded Trucks and Protect Road Infrastructure
Cambodia is set to implement a smart and automated system utilizing AI, CCTV, and internet connectivity at its weigh stations to prevent damage to road infrastructure from overloaded trucks. Strict penalties will be enforced for violations.
Cambodia is set to implement a comprehensive strategy to protect its national road infrastructure by enhancing the control of overloaded vehicles. Peng Ponea, the Minister of Public Works and Transport, announced that the ministry is developing a smart and automated system for managing overloaded transportation. This initiative involves equipping weigh stations with modern technology, including internet connectivity, CCTV cameras, and AI cameras, to safeguard and preserve road infrastructure across the country. The minister further stated that the current weighing systems will be upgraded to automated ones, capable of weighing vehicles at slow speeds to ensure more effective inspection and control. During a recent inspection visit to the Prey Veng weigh station located in Prey Veng City, Prey Veng Province, where a truck was found to be carrying a significant overload of 83 tons, Minister Peng Ponea announced immediate measures. He ordered the installation of CCTV cameras at all 43 permanent weigh stations throughout the country. These systems will be connected to the central office of the Ministry of Public Works and Transport and directly to the mobile phones of senior leadership, facilitating enhanced monitoring. The minister issued a stern warning, stating that any officials found to be involved or complicit in allowing overloaded transportation will face decisive "surgical" action without exception. Regarding the project to restore and upgrade National Road No. 7 from Skun to Kampong Cham City, the Minister of Public Works and Transport mentioned that this road section was previously restored and constructed in 1999 with asphalt concrete, with widths of 7 and 9 meters. At that time, this road section, along with the Cambodia-Japan Friendship Bridge (Kizuna Bridge), was built with grant aid from the Japanese government. The minister explained the reasons for promoting the expansion and quality improvement of this road to be wider and better than before, based on studies of the growth in transportation, traffic volume, as well as frequent congestion and traffic accidents. The construction project for National Road No. 7 from Skun to Kampong Cham City was officially inaugurated on January 9, 2023, under the chairmanship of Samdech Techo Hun Sen, former Prime Minister and current President of the Senate. The road has a total length of 45.489 kilometers, constructed with 9 cm thick asphalt concrete (AC), divided into four lanes (two lanes in each direction), with each lane measuring 3.75 meters wide and a 1.5-meter-wide central median. The project includes the construction of eight bridges, including one new bridge measuring 40 meters long and 24 meters wide, and six other new bridges totaling 106 meters in length. Two weigh stations for controlling overloaded trucks are also being constructed along this road project. Additionally, four traffic signal lights and eight audible pedestrian crossing signals for disabled individuals are being installed. The construction of this road took 27 months, 15 months ahead of the planned schedule, with a total cost of over $117 million US dollars, financed by concessional loans from the Chinese government, along with contributions from the Royal Government of Cambodia for compensation, landmine clearance, unexploded ordnance, and various taxes. National Road No. 7 is a crucial economic artery connecting to numerous roads leading to the capital and provinces. It links with National Road No. 6 at the Skun roundabout, heading towards Phnom Penh, Kampong Thom, and Siem Reap provinces. It also connects directly at the Prey Chhor district junction with National Road No. 60, leading to National Road No. 6 and National Road No. 70 towards Kang Meas district. Furthermore, it connects with National Road No. 71 at the Traeng junction to Chamkar Leu district. It also links with Provincial Road No. 222 towards Stueng Trang district and Provincial Road No. 223 towards Kang Meas district and the northeastern provinces. Within the ASEAN framework, this road is part of ASEAN Highway 11, connecting to major road networks towards the Cambodian border and the provincial road networks of the Greater Mekong Subregion countries. This road plays a significant role in facilitating the transportation of agricultural products and agro-industrial goods such as rubber, rice, cassava, cashews, corn, bananas, sugarcane, tobacco, durian, vegetables, and fruits. It also contributes to promoting tourism in Kampong Cham province, which boasts ancient temples and natural, cultural, and historical resorts.
