Clark Airport Expansion Project Draws Interest from US, Korea

MANILA, Philippines — The US government’s international investment arm has expressed interest in funding the construction of a second runway at Clark International Airport, according to state-run Bases Conversion and Development Authority (BCDA). BCDA President and CEO Joshua Bingcang said the US International Development Finance Corp. had already reached out regarding the project, which is targeted for completion in 2028. Clark International Airport, located in Pampanga, is envisioned as a premier international gateway for Northern Luzon and a vital component of the country’s economic development strategy. The addition of a second runway is crucial for increasing its capacity, improving operational efficiency, and attracting more airlines and passengers. Bingcang noted that the IDFC's interest underscores the significant potential of the Clark airport expansion project and its alignment with the US's strategic investments in the Indo-Pacific region. The BCDA is actively engaging with the IDFC to explore financing options and timelines. In addition to the US interest, South Korea has also indicated its keenness to participate in the Philippines' infrastructure development, including potential investments in the Clark airport expansion. This reflects a growing trend of international collaboration aimed at enhancing connectivity and facilitating trade and tourism in the Philippines. The BCDA has been a key agency in developing major infrastructure projects, including the Clark aerotropolis, which aims to transform the area into a self-sustaining economic zone with commercial, residential, and industrial components.
