Banteay Meanchey Province Urges Enhanced 3-Year Rolling Investment Program to Meet Citizen Needs

Banteay Meanchey Province, located in northwestern Cambodia bordering Thailand, held a meeting on August 4th to develop its "Three-Year Rolling Investment Program" for the period 2027-2029. This initiative aims to guide the province's development plans towards precise objectives and effectively address the urgent needs of local residents. The meeting, held at the provincial hall near Poipet city, was attended by numerous officials, including Choeun Kraiyong, Deputy Governor of Banteay Meanchey (representing Governor Oum Rathry), provincial council members, heads of various ministries and departments, military representatives, and city/district governors. Deputy Governor Choeun Kraiyong emphasized the significance of the three-year program as a crucial strategic planning tool for resource allocation and budget mobilization in economic and social development, as well as infrastructure improvement. He instructed all departments and municipal/district authorities to prioritize the investigation and analysis of challenges faced and actual needs of local residents when planning investment projects, urging against ad-hoc planning and promoting effective plan development. He also encouraged close collaboration between ministries/departments and municipal/district/commune authorities to avoid project duplication and ensure effective integration into the overall provincial plan. Furthermore, he directed that projects with significant positive impacts on residents' livelihoods, economic enhancement, and poverty reduction be prioritized. He stressed the importance of adhering to legal regulations, transparent financial management, and regular impact assessments throughout the planning and implementation phases. The Deputy Governor reiterated his call for participants to fully understand the guidance and technical explanations provided during the meeting to accurately and timely prepare their respective organizations' three-year rolling investment programs.
