Cambodia Upholds 7-Year Prison Sentences for Two Former Provincial Officials in Corruption Case

The Phnom Penh Court of Appeal announced on the morning of August 4, 2026, its ruling on the appeals filed by two former senior officials of Takeo Provincial Hall. The court upheld the 7-year prison sentences imposed by the Takeo Provincial Court on each of the defendants, who were convicted of abuse of power, irregularities in public procurement, and money laundering. The panel of judges at the Phnom Penh Court of Appeal decided to maintain the judgment of the Takeo Provincial Court for the defendants who appealed. However, the defendants still have the right to file a further appeal to the Supreme Court in accordance with legal procedures. Presiding Judge Kouv Sov highlighted during the hearing that this criminal case involved three defendants, all former senior officials working in the project development and investment sector of Takeo Provincial Hall. The three defendants are: 1. Heng Vutthy, former Director of the Planning and Investment Department of Takeo Provincial Hall. 2. Mom Vichetr, former Deputy Chief of the Local Support Office. 3. Yon Sothon, former official of the Local Support Office. These three defendants were sentenced by the Takeo Provincial Court in October 2025 to 7 years in prison each, along with fines ranging from 160 million to 1.136 trillion Riel (approximately $40,000 to $284 million), and the confiscation of some of their assets. The prosecution charged the three defendants with three offenses: abuse of power, committing irregularities in public procurement, and money laundering, which were allegedly committed in Takeo Province between 2017 and 2024. According to the case file, the defendants are accused of involvement in irregularities in the bidding process and implementation of infrastructure construction projects, including roads and schools, in Takeo Province, with a total value of approximately $300,000. The Anti-Corruption Unit (ACU) arrested the three defendants on November 5, 2025, in Takeo Province for investigation related to this case. Among the three defendants, Heng Vutthy and Mom Vichetr appealed against the judgment of the Takeo Provincial Court, while Yon Sothon did not appeal. Concurrently, the prosecutor's office attached to the Takeo Provincial Court also filed an appeal, arguing that the sentences handed down by the provincial court to the three defendants were too lenient compared to the offenses they were accused of. After reviewing and deliberating on the appeals, the Phnom Penh Court of Appeal decided to uphold the sentences of the defendants who appealed, with each to serve 7 years in prison.
