Cambodia: Authorities Investigate Illegal Scrap Processing Facility Amidst Resident Complaints

An unlicensed scrap processing facility in Phnom Touch village, Samaki Monichey district, Kampong Speu province, Cambodia, is reportedly causing severe impacts on residents' daily lives. The facility has been emitting foul odors, black wastewater, and strong smoke, raising concerns about health impacts, particularly on children and pregnant women. Following media reports on the issue, local authorities, including the district deputy governor, environmental officials, the village chief, and commune council members, conducted an inspection on July 22, 2024. They instructed the owner of the scrap processing facility to comply with technical standards and rectify the situation causing adverse effects. The owner also expressed willingness to cooperate by collecting and purchasing scrap materials such as plastic bags, bottles, and other plastic and glass items to improve environmental cleanliness and hygiene. Residents reported that in the past, black water used to flow from the facility during rainfall, entering agricultural land and causing strong odors that made breathing difficult. However, the local authorities have now prevented the wastewater from flowing into farmlands. The lingering foul smell and smoke remain the primary concerns for the residents. This incident highlights the impact of industrial activities on local communities and the environment in Cambodia, and the importance of regulatory oversight. It underscores the challenge of balancing economic development with the protection of residents' health and living conditions.
