Vietnam's 16th National Assembly (NA) is prioritizing legal reforms and digitalization to accelerate economic growth and enhance national governance. During the first extraordinary session, which commenced on August 3, lawmakers are deliberating on a series of amendments to existing laws and new legislative proposals. A key focus is the reform of legal institutions and the promotion of digital transformation. The Ministry of Public Security presented a resolution proposal on special mechanisms for handling legal violations related to state and private sectors, incorporating the application of science, technology, innovation, and digital transformation. This aims to institutionalize Party policies and provide a legal basis to protect dynamic and innovative officials who dare to think and act for the common good, free from corruption and wastefulness. Amendments to the Law on Customs and the Law on Investment are also under discussion, seeking to improve the business environment and facilitate international trade. NA Chairman Tran Thanh Man emphasized the importance of enhancing the quality of legislation and ensuring legal instruments generate momentum for growth, signaling a shift in reform focus from "organizational restructuring" to "improving governance effectiveness." In terms of foreign affairs, Vietnam reaffirms its commitment to an independent, self-reliant foreign policy of peace, friendship, cooperation, and development, while deepening international integration. The 33rd Diplomatic Conference featured proposals from various ministries and local authorities expected to contribute to the nation's diplomatic agenda in a new era of development. The utilization of AI and digital technologies is deemed essential for improving professional capacity and efficiency in diplomacy. These initiatives demonstrate Vietnam's strong resolve to sustain economic growth and elevate its international standing by reforming its legal system and embracing digital technologies. Decision-making processes within the one-party system are characterized by a long-term vision and risk management capabilities.
