Laos's Dams Power Vietnam and ASEAN, But Environmental Concerns and Renewable Shift Loom
Laos's hydropower exports are a vital energy source for ASEAN nations, particularly Vietnam, supporting its economy. However, environmental and social concerns along the Mekong River, coupled with a regional shift towards renewables, are reshaping Laos's role as the 'Battery of Southeast Asia'.
Following a spate of foreign investment in the 1990s, Laos began producing surplus electricity and looked to export it. Today, around 80% of its energy, largely from hydropower, is sold to neighbors. Electricity exports from Laos generate around US$2.6 billion for what is one of the poorest nations in mainland Southeast Asia. Across the region, neighbors including Thailand, Cambodia, Singapore and Malaysia have become reliant on hydropower from Laos. Vietnam, in particular, is increasingly dependent on Lao power to fuel its surging manufacturing sector. In March 2026, electricity consumption in Vietnam hit 1 billion kilowatt-hours (kWh) during the dry season peak, months earlier than in previous years. Authorities have ordered increased electricity imports from Laos and China to maintain stable supply. In the first quarter of 2026, energy imports from Laos grew by nearly 120% compared to the same period in 2025. In 2025, Vietnam imported roughly 1.5 GW of power from Laos. Under its revised Power Development Plan (PDP), Vietnam aims to increase energy imports from Laos to at least 8 GW by 2030, up from 5 GW in the 2023 PDP. Both countries are actively increasing interconnectivity infrastructure, with a new 75-kilometer transmission line planned to link the Nam Nha Hydropower Complex in northeastern Laos to the Vietnam border. While hydropower remains a key source, wind power imports from Laos are also growing. The 'Monsoon' project, Southeast Asia's first cross-border wind project, began sending 600 MW to Vietnam in late 2025. Vietnam's revised PDP also raises its domestic renewable generation ambitions, targeting at least 75 GW from solar, wind, and biomass by 2030, a significant increase from previous goals. However, Laos's hydropower expansion is entangled with environmental and social concerns in the Greater Mekong Region. Large dam projects on the Mekong mainstream, such as the Xayaburi Dam built by Thailand, have faced criticism for adverse effects on downstream fisheries, reduced sediment crucial for biodiversity, and impacts on riparian wildlife from sudden water releases to meet electricity demand. The planned dam near the UNESCO World Heritage site of Luang Prabang also raises fears of heritage status revocation. In Thailand, environmental groups are opposing dam construction and pushing for a review of Power Purchase Agreements (PPAs), with some calling these dams a "false climate solution." Amidst these challenges, the ASEAN region is seeing increased investment in non-hydro renewables like solar and wind, shifting away from hydropower dependency. Thailand, for instance, is heavily investing in solar power to mitigate risks associated with fluctuating liquefied natural gas (LNG) prices. As regional grid interconnections advance, the future of Laos's role as the 'Battery of Southeast Asia' hinges on its ability to balance energy exports with sustainable development and environmental stewardship.
