Vietnam Establishes National Civil Defense Committee with Prime Minister as Chairman
The Vietnamese government has announced the establishment of a National Civil Defense Committee, chaired by the Prime Minister. The committee will enhance government command and oversight for disaster prevention, rescue, and emergency management, while also promoting international cooperation and public awareness.
SOCIALIST REPUBLIC OF VIET NAM Government News Kim Loan Prime Minister Le Minh Hung The Committee serves as an inter-agency coordinating body responsible for advising the Government and the Prime Minister on the organization, direction and oversight of civil defense activities and disaster-related states of emergency nationwide. It is also tasked with directing and supervising civil defense command bodies at ministries, ministerial-level and Government agencies, as well as provincial-level civil defense steering committees. The Committee will advise the Prime Minister on the formulation of policies, laws, strategies, programs, projects and plans concerning civil defense, disaster response, search and rescue, and the management of disaster-related states of emergency. It will coordinate ministries, agencies, organizations and local authorities in implementing civil defense measures; recommend the declaration and termination of civil defense alert levels; and mobilize specialized and part-time civil defense forces to prevent, respond to and recover from disasters across the country. In addition, the Committee will prepare for Viet Nam to participate in international humanitarian assistance and disaster relief operations. Its duties also include promoting public awareness and legal education on civil defense, organizing training and drills, developing civil defense infrastructure, procuring equipment, strengthening international cooperation, and reviewing and commending outstanding achievements in civil defense activities. Prime Minister Le Minh Hung will serve as Chairman of the Committee. Its deputy chairpersons are Standing Deputy Prime Minister Pham Gia Tuc, Deputy Prime Minister and Minister of National Defense Phan Van Giang, Deputy Prime Minister Ho Quoc Dung, Minister of Public Security, Minister of Agriculture and Environment, and Minister of Health. The Committee's standing member is the Chief of the General Staff of the Viet Nam People's Army and Deputy Minister of National Defense. It also has 16 other members who are senior officials from different ministries and agencies, including the General Director of the Viet Nam News Agency. Each ministry and sector represented on the committee will designate a focal unit to support its member in carrying out assigned responsibilities and assisting the committee within its respective area of state management./.
