House Bill Mandates Post-Completion Inspections for DPWH Projects
A proposed bill in the Philippines seeks to mandate regular post-completion inspections for Department of Public Works and Highways (DPWH) projects. This initiative aims to bolster public safety in a disaster-prone nation and ensure the quality of taxpayer-funded infrastructure.
MANILA, Philippines — A lawmaker has proposed mandating regular inspections of Department of Public Works and Highways (DPWH) projects after their completion to enhance public safety, particularly in a country highly prone to natural disasters. The bill, filed by Parañaque Rep. Brian Raymund Yamsuan, is titled House Bill (HB) No. 9780, or the proposed National Infrastructure Inspection and Maintenance Act. The proposed legislation aims to ensure that DPWH projects are safe and meet quality standards throughout their lifespan. It calls for periodic inspections by qualified professionals after project completion, and as needed, to identify and address any structural integrity issues, durability concerns, or deviations from design specifications. Given that the Philippines is among the world's most disaster-prone nations, with frequent occurrences of earthquakes, typhoons, and floods, the safety of infrastructure is a critical concern. Past incidents of infrastructure collapse, attributed to aging structures or substandard construction practices, have heightened public apprehension. "The safety of our citizens is paramount, and the infrastructure we build must guarantee that safety," stated Rep. Yamsuan, emphasizing the bill's significance. He expressed hope that the law would foster greater public trust in DPWH projects and lead to improved infrastructure development. If enacted, this bill could significantly alter infrastructure management in the Philippines. Strengthening inspection protocols is expected to contribute to mitigating disaster-related damage and reducing recovery costs in the long run.
