Cambodia Promotes National Literacy Day to Enhance Quality and Inclusive Education

Phnom Penh is implementing five key directives to ensure the smooth and compliant observance of National Literacy Day on September 8th, under the theme "Literacy Promotes Quality and Inclusive Education." The National Committee for Organizing National and International Festivals has outlined plans for the 2026 National Literacy Day, which will be celebrated in Phnom Penh under the theme "Literacy Promotes Quality and Inclusive Education." The directives from the Phnom Penh Capital Administration are as follows: 1. All 14 districts, 105 communes, relevant departments, educational institutions, factories, enterprises, markets, resorts, and business locations within Phnom Penh must decorate with national flags, religious flags, and royal flags, display slogan banners, and use colorful lighting to celebrate National Literacy Day vibrantly and beautifully. District and commune administrations must also encourage all households to fly the national flag, ensuring it is displayed properly and that the fabric is not torn, faded, or dirty, thus preserving national identity. 2. The Phnom Penh Department of Education, Youth, and Sport must widely disseminate the content of Prime Minister Hun Manet's message regarding National Literacy Day to teachers, students, and university students. It should also launch a campaign encouraging parents to ensure their children attend school to learn to read, write, and calculate, and to solve daily life challenges. Plans include producing books, posters, banners, and printed slogans on T-shirts to widely promote literacy and lifelong learning policies. 3. The Phnom Penh Department of Religious Affairs must instruct all pagodas to decorate with national flags, religious flags, and royal flags, display slogan banners, and use lighting to celebrate National Literacy Day. It should also encourage monks and religious practitioners to support the day through sermons and other activities at pagodas, promoting moral living. 4. The Phnom Penh Department of Information must assign radio and television stations to widely broadcast content and documents related to National Literacy Day. It will also collaborate with the Department of Education, Youth, and Sport to air video clips from the Ministry of Education, Youth, and Sport on the theme of "Literacy Promotes Quality and Inclusive Education." 5. District administrations, the Department of Education, Youth, and Sport, the Department of Culture and Fine Arts, the Department of Labor and Vocational Training, and the Department of Rural Development must encourage, support, and facilitate national and international organizations, development partners, communities, the private sector, and the public to collaborate and provide sponsorship for non-formal education programs, especially literacy, linked with vocational education.
