Cambodia and South Korea Strengthen Understanding of Labor Laws to Improve Investment Climate

Phnom Penh – On September 17, 2026, H.E. Heng Sour, Minister of Labour and Vocational Training, and H.E. Kim Chang-yong, Ambassador of the Republic of Korea to Cambodia, jointly presided over the opening ceremony of a workshop titled "Labor Law and the Current State of the Working Environment in Cambodia" for Korean companies operating in Cambodia. The workshop was co-organized with the Korean Labor Service (KLES) under the Ministry of Employment and Labor of South Korea, and the Korea Trade-Investment Promotion Agency (KOTRA). H.E. Heng Sour expressed his high appreciation for the collaboration in organizing this significant workshop, considering it a testament to the Korean Embassy's strong commitment to supporting and encouraging Korean investors. He emphasized that understanding the laws and regulations is crucial for ensuring the success of businesses, sustainable commerce, and harmonious professional relations in Cambodia. The Minister highlighted that Cambodia is undergoing a process of modernization and updating its legal and regulatory frameworks in the labor sector, including working conditions, out-of-court labor dispute resolution, and occupational safety and health, to align with international labor standards and respond to the growth in trade and global supply chains. He also conveyed gratitude for South Korea's ongoing cooperation across various sectors, particularly in labor, social security, and vocational training, including providing job opportunities for Cambodian workers, technical assistance, capacity building for social security agencies and employment services, and technical assistance for the drafting of occupational safety and health laws. He encouraged Korean companies to further promote a culture of legal compliance, expand their investments, and attract more capital from South Korea. He also informed participants that ministry experts are available to provide consultations on any challenges or uncertainties related to labor, social security, and vocational training, and that further information can be obtained via the hotline 1297. H.E. Kim Chang-yong, the Korean Ambassador, stated that the workshop would help identify opportunities for Korean companies to achieve greater business success and strengthen cooperative networks. He reiterated the firm stance of the South Korean government in respecting and rigorously protecting the rights of workers employed by Korean companies. He pledged to continue encouraging Korean investment in Cambodia, contributing to Cambodia's economic growth, job creation, and the improvement of the livelihoods of the Cambodian people.
