CPC Scholars Brief Laos on Development Model, Governance

Senior scholars from the Communist Party of China (CPC) have conducted briefings for Lao officials on China's development model and governance principles. The sessions focused on key tenets guiding China's development, emphasizing 'people-centered governance,' Party discipline, anti-corruption efforts, and 'Chinese modernization.' CPC scholars Wang Yi, Zheng Huan, and Zhang Shiyi outlined that the CPC's long-standing 'mass line' remains central to governance, with discipline evolving beyond strict rules to encompass improving public services, streamlining bureaucracy, and tackling corruption at the grassroots level. Wang cited China's poverty eradication campaign, supported by over 3 million village-based officials, as an example of people-centered development. Zheng Huan highlighted Xi Jinping Thought on Party Building as the framework for strengthening Party governance and institutional integrity. He noted that the CPC has grown to more than 91 million members supported by over 5 million grassroots Party organizations, while continuing anti-corruption reforms and promoting high-quality economic development. Zhang Shiyi described Chinese modernization as a development model that advances industrialization, urbanization, digital transformation, and agricultural modernization simultaneously, rather than sequentially. He stated that China's 15th Five-Year Plan focuses on innovation, green development, technological advancement, and high-quality growth, while supporting global initiatives on development, security, and civilization. The briefing underscored China's efforts to deepen international understanding of the CPC and its approach to governance as the country advances toward its long-term modernization goals. As a one-party state, Laos maintains close relations with Vietnam and China. China's economic and political influence is particularly significant, making it a key factor in Laos' development planning and policy decisions.
