Vietnam Communist Party Updates Code of Conduct for Members

The Central Inspection Commission of the Communist Party of Vietnam has issued guidelines for the implementation of the Regulation on What Party Members Must Not Do (Guideline No. 02-HD/UBKTTW, dated July 28, 2026). This new regulation replaces the previous one, Regulation No. 207-QĐ/TW, dated July 26, 2026, which was issued by the Central Committee of the Party. The Regulation on What Party Members Must Not Do is considered a crucial document in building and purifying the Party, and strengthening the political system comprehensively, in line with the Resolution of the 14th Party Congress. The 19 articles within the regulation serve not only as boundaries to be adhered to but, more importantly, as standards for each cadre and party member to self-reflect, self-correct, and self-improve. The implementation of this regulation is expected to contribute to building a truly clean and strong Party, enhancing the leadership capacity and fighting power of party organizations, and consolidating the people's trust in the Party and the regime. Guideline No. 02 clearly and specifically explains the content of the 19 articles on what party members must not do. Party committees at all levels, party organizations, and heads of agencies, organizations, and units are responsible for leading and directing the study, dissemination, and implementation of the Regulation and Guideline. Party members have the responsibility to exemplarily comply with the Party's guidelines and regulations, state laws, and this Regulation and Guideline. For matters not covered by this Guideline, relevant Party regulations and state laws should be consulted. Party members who violate the Regulation and Guideline will be strictly, accurately, and promptly dealt with according to Party and state laws. Guideline No. 02-HD/UBKTTW, dated July 28, 2026, takes effect from the date of signing and replaces Guideline No. 02-HD/UBKTTW, dated November 29, 2021, of the Central Inspection Commission for the implementation of the Regulation on What Party Members Must Not Do. This move underscores the Party's ongoing efforts to maintain discipline and integrity within its ranks, a critical factor for political stability and continued economic development under its one-party system.
