Debate on Defining 'Continuous Driving' on Vietnam's Highway Left Lanes

The use of overtaking lanes (left lanes) on Vietnamese highways is increasingly highlighting the need for clear regulations. While many countries prohibit continuous driving in these lanes, Germany employs a practical guideline known as the '20-second rule.' This rule suggests returning to the right lane if there is no need to overtake another vehicle within approximately 20 seconds. However, Vietnam currently lacks such specific time-based criteria or comparable clear definitions. This absence leads to discrepancies in driver understanding, raising concerns about the improper occupation of overtaking lanes and the subsequent obstruction of traffic flow. In countries like the United States, Singapore, and Australia, the concept of 'impeding traffic' is prioritized over specific timeframes, with actions that unduly delay following vehicles subject to penalties. Under Vietnam's one-party system, the formulation and enforcement of regulations are led by the government. As the country continues its economic growth and expands its highway network, clarifying traffic rules is essential for improving safety and ensuring efficient traffic flow. Strengthening domestic infrastructure and safety measures is particularly crucial for national stability and development, especially amidst complex relations with China. Currently, Vietnamese traffic authorities may assess situations on a case-by-case basis as 'impeding traffic,' making it difficult for drivers to predict outcomes. To improve this situation, it is desirable to introduce more specific and understandable rules tailored to Vietnam's traffic conditions, drawing inspiration from international best practices.
