Vietnam National Assembly to Convene First Extraordinary Session, Reviewing 33 Key Matters
Vietnam's National Assembly will convene its first extraordinary session of the 16th legislature on August 3, running until August 24. The session is set to review 33 matters, including the adoption of 15 draft laws and decisions on seven key national issues.
The Vietnamese National Assembly will convene its first extraordinary session of the 16th legislature on August 3, with the session scheduled to conclude on August 24. A total of 33 matters are slated for review during this session, which will span approximately 17 days. The Assembly is expected to pass 15 draft laws and four resolutions with legal effect, and to make decisions on seven key national issues. The session will be held in two phases: the first from August 3 to August 13, and the second from August 19 to August 24. The National Assembly plans to work on Saturdays and Sundays to ensure the agenda is covered. Between the two phases, from the afternoon of August 13 to August 18, National Assembly bodies, the Government, and relevant agencies will work on revising and finalizing draft laws and resolutions based on the opinions of National Assembly deputies. Among the laws to be considered are amendments to the Petroleum Law, the Law on Mediation at the Grassroots Level, the Urban Development Law, the Law on Legal Dissemination and Education, and the Law on the Prevention of the Proliferation of Weapons of Mass Destruction. Amendments to 10 laws related to administrative procedures and business conditions in agriculture and the environment, amendments to nine laws concerning military and defense, and amendments to certain articles of the Law on the State Bank of Vietnam, the Law on Anti-Money Laundering, and the Law on Credit Institutions are also on the agenda. Particularly noteworthy are draft resolutions concerning special mechanisms and policies to resolve difficulties and obstacles in implementing projects and works serving the 2027 APEC Summit in Phu Quoc Special Zone, An Giang Province, and special mechanisms and policies for handling legal violations related to the state economy, private economy, and the application of science and technology, innovation, and digital transformation. Furthermore, a resolution on special mechanisms to handle certain difficulties and obstacles for offshore wind and solar power projects, and a National Assembly resolution replacing Resolution No. 96/2019/QH14 of the National Assembly on crime and law violation prevention and control, the work of the People's Procuracy and the People's Court, and the work of sentence execution will also be reviewed. The National Assembly will also hold its first discussions on seven draft laws, including amendments to the Penal Code, the Criminal Procedure Code, the Law on Real Estate Business, the Law on Land, the Law on Housing, the consolidated Law on State Budget, and the Law on the Organization of Criminal Investigation Agencies. In addition, decisions will be made on the investment policy for the Hanoi Capital Region Ring Road No. 5 Construction Investment Project, adjustments to the investment policy for the Lao Cai-Hanoi-Hai Phong Railway Project, the establishment of Quang Ninh City and Bac Ninh City, certain matters related to the Ninh Thuan Nuclear Power Plant Project, the integration of four national target programs into one, and personnel matters within the Assembly's authority.
