Cambodian Journalist Faces Trial for Eavesdropping and Incitement Charges

The Provincial Court of Banteay Meanchey, in western Cambodia, began a hearing on July 16 for Hem Vanna, 43, the editor-in-chief of the online newspaper HVNN. He is accused of "eavesdropping or recording private conversations" and "incitement to commit a crime." According to the prosecution's indictment, the alleged incidents occurred on January 30, 2026, in Poipet City, Banteay Meanchey Province. Vanna was arrested on February 4, 2026, and subsequently placed under temporary detention. The arrest stemmed from his reporting on an alleged incident of violence against foreigners, which authorities in Poipet City were reportedly involved in. During the trial, Hem Vanna denied all charges, asserting that he had not committed any of the acts he is accused of. He requested the court to drop both charges against him. Meanwhile, the four lawyers representing Vanna concluded that the case lacks sufficient evidence or elements to constitute the alleged offenses. The defense team urged the court to acquit their client of all charges and restore his freedom immediately. The hearing was presided over by Judge Hong Limphang, with Deputy Prosecutor Kong Rotana representing the prosecution. Observers from relevant civil society organizations were also present. Following the proceedings, Judge Hong Limphang announced that the verdict would be delivered on July 28, 2026. This trial highlights ongoing discussions in Cambodia regarding press freedom and the scope of journalistic activities, particularly the potential for investigative reporting on public authorities to face legal scrutiny.
