Vietnam Proposes Gradual Increase in Health Insurance Contributions from 2027

Vietnam's Ministry of Health has proposed an increase in health insurance (BHYT) contribution rates, set to begin in 2027. According to the proposal, contribution rates will be raised to 5.1% from the current level in 2027, with subsequent phased increases to 5.4% and ultimately 6% by 2030. The Ministry of Health explained that this adjustment in insurance rates should be implemented in parallel with the expansion of benefit coverage to ensure participants receive better healthcare services and to reduce the financial burden associated with illness and injury. Under Vietnam's one-party system, the expansion of social security schemes is a key government policy objective. The health insurance system, in particular, is foundational to achieving universal health coverage, and securing its financial sustainability is an urgent task. The current proposal for increased insurance rates is considered to stem from this context. Financial backing is essential to guarantee the public's access to healthcare. Concurrently, the government must balance rising incomes with increasing prices to minimize the burden on citizens.
