Cambodia Praises Success of International Conference on Combating Tech Scams

Prime Minister Hun Manet has highly praised the success of the international conference on combating technological scams, held under the theme "Together Towards Severing Chains and Ending Technological Scams," which concluded on September 24, 2026, along with the adoption of the "Phnom Penh Declaration." During the plenary cabinet meeting on Friday, September 25, 2026, the Prime Minister stated that through this conference, Cambodia has clearly demonstrated to the international community its strong commitment to preventing and eradicating all forms of technological scam activities. This achievement has been welcomed and supported by friendly countries and international organizations, which acknowledge that no single country has yet been able to effectively resolve this issue independently. It was emphasized that only international cooperation, based on trust, mutual respect, and respect for sovereignty, can provide a truly genuine and sustainable solution. During the plenary cabinet meeting on Friday, September 25, 2026, the Prime Minister expressed gratitude to the National Committee for Disaster Management, ministries, institutions, and sub-national administrations for their intervention and assistance to citizens affected by recent flood disasters. He also instructed the National Committee for Disaster Management to continue cooperating with ministries, institutions, and municipal/provincial administrations to monitor the situation, identify safe locations, and prioritize the lives of citizens. Furthermore, all types of armed forces were urged to prepare all means for intervention and rescue operations, in cooperation with and support of municipal/provincial administrations. The Ministry of Water Resources and Meteorology was instructed to continue monitoring and forecasting weather conditions, especially water levels, and to increase regular and timely notifications to relevant institutions and the public, particularly residents in vulnerable areas and along riverbanks, to prepare for high risks to human lives, livestock, and property. Fishermen at sea were also advised to pay attention to weather conditions and potential dangers. Additionally, during the plenary cabinet meeting on Friday, September 25, 2026, the Prime Minister announced that on September 23, 2026, the government launched a cash transfer program for poor, vulnerable, and at-risk families affected by the pressures of oil and gas prices due to the conflict in the Middle East. This program aims to alleviate the living burdens of 4.6 million families nationwide, with four rounds of cash distribution scheduled for September 25, October 16, November 16, and December 16, 2026. Target families will receive cash assistance: 60,000 Riels for families in Phnom Penh, 48,000 Riels for families in urban areas outside Phnom Penh, and 40,000 Riels for families in rural areas. An additional 5,000 Riels will be provided per family member. Concurrently, the Prime Minister instructed relevant ministries and institutions to provide full cooperation through the National Social Protection Council mechanism to implement this program successfully and effectively. Furthermore, the Prime Minister advised the Ministry of Culture and Fine Arts to continue strengthening the protection of national culture and identity and to focus on promoting the management and dissemination of Khmer culture through various important programs in collaboration with the private sector. In addition, the Prime Minister instructed the Phnom Penh Municipal Administration to prepare 600 buses, divided into 6 routes from Phnom Penh to various provinces, to serve citizens traveling to their hometowns free of charge from October 9 to 13, 2026, during the upcoming Pchum Ben Festival. Finally, the Prime Minister conveyed greetings, expressed gratitude, and offered good wishes to all types of armed forces, both on the front lines and within the country, for fulfilling their duties for the cause of the nation and the people.
