Jakarta Hosts Over 32,000 Community Organizations, Role in Maintaining Order Questioned

The Indonesian capital, Jakarta, is home to over 32,000 community organizations (Ormas), according to data from the Jakarta Provincial Government's Agency for National and Political Unity (Bakesbangpol DKI). Bastian Widyatama, an analyst at Bakesbangpol DKI, noted that while many of these organizations may not be officially registered, the sheer number suggests a significant potential for contributing to public order in Jakarta. The agency aims to facilitate these Ormas, through forums representing various provincial delegates, ethnic groups, and inter-religious harmony, to act as frontline guardians of stability within communities. Bakesbangpol DKI also plays a role in early detection to prevent conflicts. Widyatama emphasized the need for Jakarta residents to think critically about national and provincial policies, while also maintaining tolerance and respect for others. He believes this tolerance is crucial for fostering the "gotong royong" (mutual cooperation) essential for Jakarta's development as a global city. Jakarta's social harmony has been recognized, with the city ranking first in the 2025 Indonesia Harmony Index by the Ministry of Home Affairs. Bakesbangpol DKI hopes to maintain this positive environment and enhance synergy between the public, government, and among citizens themselves. However, the role of Ormas has come under scrutiny following recent events. Allegations have surfaced regarding the involvement of an Ormas in a violent incident that occurred after protests on August 27th, which reportedly resulted in the death of a local resident due to alleged assault by Ormas members. In response, the Metro Jaya Regional Police stated that no indications of Ormas involvement have been found yet. Kombes Iman Imanuddin, Director of General Criminal Investigation at the Metro Jaya Police, indicated that witness testimonies have not identified the perpetrators as members of any specific community, urging the public to refrain from spreading confusing information on social media. The police clarified that they did not request assistance from any Ormas for security during the August 27th demonstrations. Security arrangements were coordinated with the Indonesian National Armed Forces (TNI), the Jakarta Provincial Government (Pemprov DKI), and the DPR's internal security personnel (Pamdal DPR). Furthermore, the scope of Ormas activities is regulated by Law Number 16 of 2017 concerning Ormas, which restricts them from exceeding police authority. Separately, the Gerakan Rakyat Indonesia Bersatu (GRIB) Jaya, an Ormas, confirmed the presence of its leader, Hercules, at the scene during the unrest on August 27th. Wilson Colling, a legal representative for GRIB Jaya, stated that Hercules' presence was part of a persuasive effort to monitor the situation and maintain environmental conduciveness, rather than to instigate trouble or engage in physical altercations.
