Vietnam Enhances Livelihood Support and Resettlement for Nuclear Power Project

The Vietnamese government has issued Resolution No. 66.26/2026/NQ-CP, establishing new policies to support livelihoods, stabilize lives, and facilitate resettlement for individuals whose land is acquired for nuclear power plant construction projects approved by the National Assembly. This resolution specifically applies to localities with nuclear power plants whose investment policy has been decided by the National Assembly, with Khanh Hoa province being a concrete case. The scope of application includes households and individuals who have stably used land that originated from encroachment or reclamation and do not meet the conditions for compensation for land and attached assets when the state acquires land. It also covers organizations and individuals involved in land acquisition, compensation, support, and resettlement for the Ninh Thuan nuclear power project. The funding for this support will come from the central budget, revenue increases and savings from expenditures, annual central budget reserves, and other legally allocated funds for the project. This resolution takes effect from the date of signing and promulgation and will expire on the date Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms to handle difficulties and obstacles due to legal provisions ceases to be effective. The Government assigns the Minister, heads of ministerial-level agencies, chairpersons of provincial-level People's Committees, and other relevant organizations and individuals to be responsible for implementing this Resolution. Vietnam's pursuit of nuclear power development is part of its national strategy to diversify and stabilize its energy supply. However, past plans for nuclear power plants, such as in Ninh Thuan province, have faced delays or cancellations due to economic, technical, and security concerns. This new resolution, learned from past experiences, is considered a crucial measure to minimize the social impact of project implementation and gain the understanding and cooperation of local residents.
