However, bridging infrastructure gaps, effectively leveraging local data, and addressing a shortage of skilled personnel are emerging challenges to achieving these goals. AI technology holds significant potential to boost economic growth and improve citizens' lives. In Cambodia's key sectors like agriculture, tourism, and healthcare, AI could be a catalyst for increased productivity and enhanced services. To fully realize these benefits, strengthening domestic digital infrastructure and improving internet penetration are primary necessities. Furthermore, while AI models require vast amounts of data for training, Cambodia currently faces a shortage of adequately collected and organized local data. Overcoming this necessitates a collaborative effort between the government and private sector to establish a framework for effective data collection, management, and utilization within the country. Moreover, developing and operating AI technologies demands highly specialized personnel. Cambodia's progress in nurturing AI expertise is lagging, raising concerns about falling behind global technological advancements. To bridge this gap, urgent measures include expanding AI-related curricula in educational institutions, strengthening collaboration with international experts, and providing opportunities for reskilling and upskilling. Recognizing these challenges, the Cambodian government is advancing its digital economy strategy and formulating AI policies. However, their successful implementation hinges on investment in technological development, promotion of international cooperation, and sustained efforts to enhance the digital literacy of all citizens. Establishing data sovereignty is not merely a technical issue but a critical matter concerning national security and economic independence, requiring a prudent and strategic approach.
