Vietnam Establishes Inter-Agency Coordination for Foreigner Management

The Government of Vietnam has issued a decree establishing a coordination mechanism for the management of foreigners' entry, exit, transit, and residence. This decree outlines the responsibilities of ministries, agencies, and local authorities in key areas, including legal drafting, visa and residence document issuance, immigration control, residence management, law enforcement, data sharing, and statistics. The aim of this new framework is to improve coordination among competent authorities, enhance the efficiency of immigration management, strengthen national security, and facilitate the lawful entry, exit, transit, and residence of foreigners in Vietnam. Specifically, the Ministry of Public Security (MPS), Ministry of National Defence (MND), Ministry of Foreign Affairs (MOFA), and other agencies are mandated to exchange immigration information, visa data, temporary residence records, and security-related information in a regular and real-time manner. This will enable the early detection of potential threats and risks of illegal stay. Regarding visa issuance, overseas missions of MOFA and border control units of MND will be required to consult with the MPS before issuing visas in cases involving national security concerns or suspected document forgery. The MPS also has the authority to request the refusal, revocation, or cancellation of visas if violations are detected. Furthermore, administrative data such as work permits, investment and business registration information, education programs, and conference participation will be shared among ministries, ministerial-level agencies, and People's Committees to support immigration management. This will allow for a more comprehensive understanding of the activities of foreigners residing in Vietnam. Additionally, coordination on residence management will be strengthened, including temporary residence declarations, monitoring of foreigners' residence, management of individuals subject to exit suspension, and prompt notification of diplomatic missions in cases of accidents or deaths of foreign nationals. Cooperation on border control will involve the exchange of information on immigration control, denied entry cases, security threats, and invalid travel documents, along with joint training for border control officers. With Vietnam experiencing economic growth and an increasing number of foreign residents and visitors, this measure represents a strategic step to maintain national security and order while facilitating lawful international exchange. It can be interpreted as part of the government's efforts to strengthen control under its one-party system, while simultaneously addressing the complex challenges Vietnam faces in maintaining international relations and facilitating economic activities.
