Cambodia's Kandal Province Boosts Local Administration Digitization with 15 Computer Donations

KANDAL PROVINCE, Cambodia – On July 1, 2026, the Provincial Department of Economy and Finance of Kandal organized a handover ceremony for 15 computers to the administrations of communes and sangkats. The event also included a meeting to review and assess the progress of state land titling under the management of relevant departments, units, and sub-national administrations. The meeting was attended by Mr. Dim Bora, Deputy Governor of Kandal Province, along with representatives from relevant ministries, departments, and the administrations of all 13 municipalities and districts within the province. Mr. Dim Bora, Deputy Governor of Kandal Province, stated that the objective of the meeting was to discuss and review the progress and challenges in registering state land titles. It also aimed to discuss measures for resolving issues related to land disputes, duplicate land registrations, and lands that cannot be titled. Furthermore, the meeting focused on promoting applications and accelerating the land measurement process for submitted applications, in line with the Public Financial Reform Program and to ensure the management of state land that has been inventoried. The Provincial Administration consistently pays close attention to and participates in implementing various reform programs set forth by the Royal Government. These efforts aim to strengthen governance, which is central to the Quadrangle Development Strategy and the National Strategic Development Plan. Specifically, the Provincial Administration is actively involved in reforming sub-national financial management by strengthening the management of non-tax revenue, expediting the titling of real estate within the province's jurisdiction that has already been inventoried as state property. It also continues to enhance the comprehensive and timely preparation of the state property inventory. The administration participates in implementing the Strategic Budget Plan, Program Budget, and Budgetary Units to improve budgetary efficiency and link it to policies. Notably, it is involved in implementing information technology systems for public financial management and continues to promote the use of the State Asset Registration and Management Information System (SARMIS). These tasks are the subject of the current program, and the 15 computers to be handed over to the commune and sangkat administrations will further support them in fully utilizing the SARMIS for annual state property inventory preparation. The Deputy Governor also expressed gratitude to the Provincial Department of Economy and Finance and the Ministry of Economy and Finance for their continuous support to the Kandal Provincial Administration in strengthening public financial management, which has led to ongoing progress and positive outcomes. He also thanked the General Secretariat of the Public Financial Management Reform Committee for providing the computers to the commune and sangkat administrations. It is also informed that the computers handed over to the commune and sangkat administrations include those for Ta Khmao, Deum Mean Sangkats (Ta Khmao City); Kandal K, Kork Trop, Threa Communes (Kandal Stung District); Svay Rumiet Commune (Khsach Kandal District); Bak Dau, Prek Takov Sangkats (Arey Ksat City); Prek Chrey Sangkat (Sampeou Poun City); Puk Ruessei Commune (Lvea Em District); Talorn Commune (S'ang District); Baek Chan, Peuk Communes (Ang Snoul District); and Phnom Bat, Tumnob Thum Communes (Ponhea Lueu District).
