Lao Officials Trained in Irrigation Dam Safety Inspection with Korean Support

The Department of Irrigation, Ministry of Agriculture and Environment, has concluded practical training on irrigation dam safety inspection as part of the project “Establishment of Management and Safety Inspection System for Irrigation Dams in the Lao PDR”, funded by a grant from the Government of the Republic of Korea. The training followed specialized theoretical courses covering civil engineering, geology, and hydrology, with technical expertise provided by specialists from the joint consulting firms HONG-IK-TAELL Geospatial Information and the Korea Community Development Corporation. The field session was led by Dr. Khamphachan Vongsachanh, Director General of the Department of Irrigation, and attended by deputy directors general, technical specialists, representatives of the Feuang District Office of Agriculture and Environment, and participating trainees. Participants examined the overall condition of the dam body, water intake structures, and spillways, checking for water seepage along the dam crest and slopes. They also assessed the condition of concrete and steel components, as well as the operation and external condition of gate opening and closing mechanisms. During the training, participants were introduced to and trained in the use of specialized inspection equipment, including crack meters, distance finders, concrete test hammers and scanners, rebar scanners, corrosion detectors, CCTV inspection robots, electrical resistivity meters, and electrical logging equipment. Dr. Khamphachan encouraged the trainees to make full use of the knowledge and experience provided by the instructors and technical experts and to develop practical skills in operating the inspection equipment for application in their professional work. The training is expected to contribute to strengthening the capacity of Lao officials to conduct systematic dam safety inspections and improve the management and safety of irrigation infrastructure in the Lao PDR. In recent years, infrastructure development has accelerated in Laos, with a particular focus on the construction of hydropower dams, often with investment from China and Vietnam. However, the maintenance and safety of such infrastructure present challenges given domestic technical and financial limitations, making international support increasingly vital. This technical assistance from South Korea marks a step towards addressing Laos' infrastructure management challenges.
