Vietnam Pursues International Cooperation in AI and Advanced Technologies
Vietnam is strengthening international cooperation in advanced technology fields such as AI, semiconductors, and drones with China, ASEAN, France, and Russia, aiming to enhance its technological capabilities and participate in global value chains. Focus is placed on collaboration with educational and research institutions and human resource development.
Vietnam is looking to deepen international cooperation in advanced technology fields such as artificial intelligence (AI), semiconductors, and unmanned aerial vehicles (UAVs) to enhance its technological capabilities and participate more deeply in global value chains. In the AI sector, Vietnam is prioritizing cooperation with China and ASEAN countries. The two regions, which have built friendly relations through educational, cultural, and tourism activities, are also considering cooperation in AI. Additionally, a contest jointly organized by OpenAI and Sea Limited offers Vietnamese developers hands-on experience and networking opportunities in the AI field. Regarding the semiconductor industry, Vietnam recognizes the urgent need to strengthen workforce training. Amidst increasingly intense global technological competition, the semiconductor industry is not only a high-value-added economic sector but also a foundation for technological self-reliance, national security, and economic competitiveness, according to the National Centre for Pilot Semiconductor Chip Manufacturing Support under the Ministry of Science and Technology. Experts emphasize the importance of closely linking vocational training with businesses, production, and technological research. In relations with France, emphasis is placed on exchanging experiences in science and technology, innovation, startup ecosystems, and human resource development. Nguyen Duy Ngoc, a member of the Communist Party of Vietnam Central Committee, stated during his visit to Institut Polytechnique de Paris that education and training, science and technology, and high-quality human resources are key areas of cooperation in bilateral relations. The Vietnam Academy of Science and Technology (VAST) and the French Alternative Energies and Atomic Energy Commission (CEA) signed cooperation agreements in Paris. Cooperation with Russia in the field of quantum technology is also noteworthy. Quantum technology is an emerging field undergoing rapid breakthroughs, and learning from the experiences of pioneering countries like Russia is expected to significantly shorten the time needed for Vietnam to build its workforce and develop endogenous capabilities. Furthermore, Vietnam aims not only to expand applications but, more importantly, to gradually build industrial capacity, master technologies, and engage more deeply in global value chains in the UAV sector. These international endeavors represent a crucial step for Vietnam to accelerate its digital economy transition and establish its position as a technological power on the international stage.
