Laos Seeks Stronger, Fairer Judicial Proceedings

General Vilay has called for stronger and fairer judicial proceedings in the Lao PDR, emphasizing the need for enhanced quality and efficiency. Speaking at the 8th Quadpartite Conference on Judicial Proceedings, which gathered representatives from the Ministry of Public Security, the Supreme People’s Procuracy, the People’s Supreme Court, and the Ministry of Justice, General Vilay commended the Party committees and leadership of these four sectors for their efforts in improving judicial processes. He stated that these efforts have significantly contributed to addressing social issues and maintaining national security, peace, and public order. To further strengthen the judicial system, General Vilay outlined six key measures. These include: enhancing political and ethical training for law enforcement officers, prosecutors, judges, and officials responsible for enforcing court decisions, stressing the importance of professional integrity and resistance to corruption. He also urged the four sectors to translate key Party resolutions, including those from the 12th National Party Congress and specific Politburo and Central Party Committee resolutions on judicial quality and rule of law management, into actionable plans. Investigations should be focused, evidence meticulously collected and assessed, charges accurately filed, and court decisions made strictly in accordance with the law. Furthermore, General Vilay highlighted the necessity of continued organizational reform and the development of specialized judicial personnel capable of handling increasingly complex cases arising from expanding trade, investment, and cross-border activities. He also stressed the need to improve procedures and working mechanisms at every stage of the judicial process to ensure greater efficiency, transparency, accountability, and strict compliance with the law. Broader public legal education was called for to raise awareness of laws and legal responsibilities, which would help prevent violations and crime. Finally, he urged each sector to strengthen professional responsibility and strictly perform their duties to ensure judicial proceedings are transparent, timely, and of high quality, thereby protecting the legitimate rights and interests of the state and citizens. The conference reaffirmed the critical role of coordinated action among the four sectors in strengthening the rule of law and improving the overall fairness and effectiveness of judicial proceedings in Laos.
