Cambodia Intensifies Online Scam Crackdown, Raiding 85 Sites and Arresting Over 1,200 in August 2026

The Ministry of Interior of Cambodia conducted operations throughout August 2026, targeting and dismantling 85 remaining small-scale online scam locations. This crackdown resulted in the arrest of 1,255 suspects, representing 13 nationalities. Among those arrested were 732 Chinese nationals, 323 Vietnamese nationals, 94 Cambodian nationals, and 53 Thai nationals, according to a report from the National Police General Commissariat. During the same period, the General Department of Immigration implemented deportation procedures for a total of 2,005 foreigners (320 females) who were in violation of immigration laws, spanning 32 nationalities. Of these, 574 individuals (11 females) from 11 nationalities were linked to online scams. In cooperation with the Chinese Embassy, the General Department of Immigration facilitated the deportation of 473 individuals (20 females) via three special charter flights, 228 of whom were involved in online scam activities. In August, Ministry of Interior authorities also conducted administrative checks at 3,657 locations, inspecting a total of 17,834 individuals. Additionally, roadside administrative checks led to the inspection of 269 vehicles and 2,763 people suspected of involvement. These enforcement actions are considered a crucial part of preventing the movement of criminal elements and demonstrate the authorities' unwavering commitment to eradicating such offenses. Furthermore, in August, owners and managers of locations found to be in violation of Sub-Decree No. 03 on the Management of Security and Safety in Residential Locations were fined a total of 822,240,000 Riel (approximately $205,560 USD). This sub-decree, enacted on January 5, 2026, aims to ensure social security, safety, and public order. Article 19 of the sub-decree stipulates a fine of 400,000 Riel for owners or managers who neglect their obligations, without prejudice to consequences arising from such negligence. Article 20 imposes a fine of 4,000,000 Riel per foreigner for owners or managers who intentionally conceal and allow illegal foreign nationals to reside within their premises, in addition to criminal penalties stipulated by existing laws.
