Two Former Vĩnh Phúc Provincial Leaders Complete Civil Judgment Enforcement Obligations

The Civil Judgment Enforcement Department of Hanoi City announced that Ms. Hoàng Thị Thúy Lan, former Secretary of the Vĩnh Phúc Provincial Party Committee, and Mr. Lê Duy Thành, former Chairman of the Vĩnh Phúc Provincial People's Committee, have completed their civil judgment enforcement obligations in the case involving the Phúc Sơn Group and certain provinces and cities. Both individuals were arrested in March 2024 for their involvement in corruption related to the Phúc Sơn Group. Strict investigations and prosecutions have been underway under the direction of the Central Steering Committee for Anti-Corruption and Negative Phenomena Prevention and Control. This case has garnered significant attention both domestically and internationally as a symbolic example of the Communist Party of Vietnam's anti-corruption campaign. Under Vietnam's one-party system, disciplinary violations and corrupt practices are severely punished. In recent years, the anti-corruption movement, led by the top leadership, has become more extensive and stringent, aiming to strengthen party discipline and maintain public trust. The completion of civil enforcement obligations by these former leaders suggests that legal proceedings are progressing. The Phúc Sơn Group case reportedly centers on irregularities in land use and construction projects, with allegations of involvement from multiple local government officials. The investigation and trial of this case are viewed within the context of strengthening the rule of law in Vietnam and addressing risks associated with economic growth. In particular, for Vietnam, which has close economic ties with China, anti-corruption measures are crucial for sound economic development and for gaining the trust of the international community.
