Vietnam's Top Leader to Attend UNGA High-Level Debate, Visit Canada

Vietnam's top leader is heading to New York to attend a high-level debate at the 81st United Nations General Assembly (UNGA). This will be followed by a state visit to Canada, with expectations of strengthening economic cooperation and diplomatic ties between the two nations. The participation in the UNGA is expected to concretize Vietnam's foreign policy of openness, independence, self-reliance, peace, friendship, diversification, and multilateralization, reaffirming its role as a "friend, reliable partner, and responsible member of the international community." Bilateral economic ties with Canada, currently Vietnam's largest trading partner in ASEAN, are set to expand beyond the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Focus will be on higher value-added areas such as clean energy, critical minerals, advanced technology, manufacturing, and value-chain linkages. Domestically, efforts are underway to review 100 years of the Communist Party of Vietnam's leadership of the revolution, aiming to clarify the Party's leadership process, strategic choices, and overarching lessons. This aligns with Vietnam's projection to remain a growth leader in Southeast Asia from 2026 to 2035. Vietnam is also enhancing cooperation with the UN Office on Drugs and Crime (UNODC) to bolster national capacity in crime prevention, criminal justice, drug control, and addressing emerging challenges like cybercrime. Efforts are being made to build a new cooperation framework for the 2027–2031 period. Furthermore, Vietnam is actively strengthening relations with numerous countries, including Russia, the United States, Thailand, Indonesia, Laos, the Philippines, and Australia. With Russia, cooperation in labor and tourism is being expanded. With the US, progress in the Comprehensive Strategic Partnership is noted. With Thailand, efforts are focused on strengthening political trust. With Indonesia, a bilateral trade target is being pursued. With Laos and the Philippines, special friendship is being maintained and developed, while with Australia, parliamentary ties are being enhanced. These diplomatic activities underscore Vietnam's commitment to independence, self-reliance, peace, and international cooperation. Domestically, revisions to the Party Statutes are also being undertaken to establish a framework for the Party's organization and operation that meets the requirements of a ruling party leading the country in a new stage of development.
