Cambodia Launches Electronic Certificates of Origin to Streamline Trade

The Ministry of Commerce has introduced the issuance of electronic Certificates of Origin (e-Certificate of Origin) through the CO Automation System as part of efforts to modernise public services, facilitate trade and strengthen transparency in origin certification. In an announcement issued on Sept. 1, the Ministry said the e-Certificate of Origin system is available through co.moc.gov.kh for producers and exporters operating in Cambodia. The system is designed to help prevent origin fraud and ensure compliance with rules of origin applicable to both preferential and non-preferential trade schemes. The implementation of the e-Certificate of Origin is governed by five Ministerial Regulations (Prakas) under the Law on Rules of Origin, covering procedures for applying for and issuing Certificates of Origin; forms and minimum information requirements for Certificates of Origin for exported goods under non-preferential trade schemes; procedures for authenticating electronic Certificates of Origin; procedures for investigating the origin of exported goods; and formalities and procedures for imposing administrative sanctions for offences related to the origin of goods. The Ministry also highlighted the Cambodia FTA Portal, launched in December 2025 at ftaportal.moc.gov.kh, which provides tools for comparing tariff rates, rules of origin and other supporting documents. The portal enables producers and exporters to identify the most beneficial Free Trade Agreement for exporting their products to destination markets. To further support domestic and international businesses, the Ministry of Commerce has translated the Law on Rules of Origin into English, Chinese, Japanese and Korean, while the five relevant Prakas have been translated into English. The Ministry said the translated legal documents and regulations are available through the QR code provided in the announcement, enabling producers and exporters to better understand the applicable laws, formalities and procedures.
