The support measures, established by local authorities, show significant differences in their content, amounts, and even whether they are implemented at all, depending on the region. This policy aims to maintain and increase the birth rate in Vietnam, which is facing an aging population and declining birth rate. However, the unevenness of the support measures raises questions about the policy's fairness and effectiveness. For instance, some regions offer cash benefits or subsidies for childcare services, while other regions have no notable support measures or have suspended previously implemented ones. Vietnam, under its one-party communist system, has prioritized socio-economic development and achieved remarkable economic growth, particularly driven by manufacturing and exports, which has improved the lives of its citizens. However, challenges such as social welfare and the reduction of regional disparities are also emerging. The regional disparities in policies directly affecting citizens' lives, as seen in this case, highlight issues in the dissemination of central government intentions to local levels, the financial status of local governments, and differing regional priorities. As Vietnam continues its economic growth, it will face increasing pressure to address such social issues. This disparity in support measures can create a situation where citizens do not receive the policy's benefits equitably, potentially increasing dissatisfaction between regions. It remains to be seen how the government will address this issue and establish support measures that are acceptable to all citizens nationwide.
