Vietnam Pushes Forward Agricultural Modernization, Judicial Digitization, and Local Governance

On September 25th, Vietnamese Party and State leaders engaged in significant activities across the agricultural, local governance, and judicial sectors. At the Government Office, a meeting was held with representative cooperatives and businesses in the agriculture, forestry, and fisheries sectors. The Standing Deputy Prime Minister emphasized that the development of these sectors should not only aim to increase export turnover but also be linked to building a modern, ecological, high-value-added, and sustainable agricultural industry. The focus needs to shift from production-volume-based growth to quality, deep processing, branding, science-technology, and innovation. Crucially, the model must transition from production-supply-export market finding to market research for organizing raw material areas, controlling breeds and inputs, standardizing production, deep processing, building brands, organizing international distribution, and maintaining/expanding market share. The Deputy Prime Minister also called for reforming administrative procedures and improving the business environment, particularly reducing informal costs. When difficulties arise, cooperatives and businesses should continue to propose solutions for prompt consideration and resolution, without waiting for periodic meetings. In Hanoi, Secretary of the Hanoi Party Committee Tran Duc Thang chaired a meeting with the Standing Committee of the Party Committees of several communes to discuss Party building, government construction, and socio-economic development. Secretary Thang stressed the need for communes' Party Committees to thoroughly grasp the spirit of innovating the Party's leadership methods and enhance the capacity of Party committees in the context of strong decentralization under the two-tier local government model. He emphasized that Party Committees must uphold the principle of comprehensive Party leadership in fulfilling political tasks and not delegate responsibilities solely to local governments, but rather share responsibility in resolving local issues. Each Party branch secretary must be accountable for the achievement of the commune's goals and tasks. Regarding socio-economic development, Secretary Thang directed the communes' Party Committees to identify double-digit growth as an important political task for the city and each locality, as the city's ability to fulfill its mission depends on each commune and ward achieving its set targets. That evening, Secretary Thang attended the "Mid-Autumn Festival Night - Spreading Love" event, celebrating the Mid-Autumn Festival with approximately 1,000 Hanoi children. The event provided support for children facing difficult circumstances and recognized those with outstanding talents. Furthermore, Secretary Thang attended and spoke at a conference to review and sign a cooperation regulation between the State Audit Office and the Standing Committees of the People's Councils and People's Committees of Hanoi and Son La province for the 2023-2026 period. He stated that the country's development in the new era, especially with the goal of double-digit growth, requires faster task execution and more effective mobilization and use of financial resources and public assets. He requested the State Audit Office to support Hanoi in auditing key projects, such as the seven planned railway lines and other public investment projects in transportation and environment, to ensure efficient and compliant use of financial resources and land, preventing risks of loss and waste. In the judicial sector, Standing Member of the Secretariat and Chief Justice of the Supreme People's Court Nguyen Van Quang chaired an inter-agency meeting to agree on a plan to digitize historical case files, create and clean data to serve the establishment of a common database. This initiative is crucial for national digital transformation and building an e-government, aligning with national development goals.
