Cambodia Urged to Accelerate Digital Transformation in Government Agencies

Leading figures in Cambodia's transport and logistics sector are strongly urging the government to accelerate digitalization across state ministries and institutions. This move is expected to reduce complex procedures, time wastage, and informal expenses, thereby enhancing administrative transparency and efficiency. Uknhar Sour Virak, CEO of Virak Bunthum Express, stated that the current practice of handling documents manually and processing them through various institutions is a primary factor leading to wasted time and increased operational costs for businesses. Speaking as a panelist at a business and innovation forum held last week, Uknhar Sour Virak remarked, "When documents are processed directly through individuals, some informal expenses are unavoidable to expedite their progress." To address this complexity, the businessman believes that the most effective solution is digital transformation. He proposed that all ministries and state institutions should transition from using paper documents and manual processing to a digital system that can be interconnected and operate collaboratively. According to Uknhar Sour Virak, a digital system can ensure transparency, reduce dependency on individuals, and eliminate opportunities for informal expenses, as documents would no longer need to pass through individuals directly. The adoption of digital systems is expected to make administrative procedures smoother, faster, and more efficient, allowing businesses to save time and reduce operational costs. The logistics and transportation sector is considered a crucial pillar supporting Cambodia's import-export flows and commercial activities. The Cambodia Logistics Association (CLA) also recognizes the importance of reforming administrative procedures through the use of digital technology to reduce complexity and delays that can affect business efficiency. Mr. Hak Lianghua, President of the CLA, emphasized that a concrete measure is to reduce the use of paper documents and increase the utilization of digital systems, as time is money in the business sector. He encouraged the government and the private sector to increase direct engagement and frank discussions, bringing real challenges to the table to find targeted and practical joint solutions.
