Indian Embassy and Buddhist University Branch Sign MoU for Quick Impact Project to Improve Female Students' Lives
The Indian Embassy in Cambodia and the Sihanouk Raja Buddhist University's Battambang branch have signed a Memorandum of Understanding (MoU) for a Quick Impact Project (QIP) aimed at improving the quality of life for female students. The project will equip a newly constructed dormitory with furniture and IT equipment, benefiting approximately 140 students.
PHNOM PENH, July 15, 2026 – The Embassy of India to the Kingdom of Cambodia and the Sihanouk Raja Buddhist University's Battambang branch signed a Memorandum of Understanding (MoU) on July 15, 2026, in Phnom Penh, to implement a Quick Impact Project (QIP) under the theme "Improving the Quality of Life for Female Students at the Sihanouk Raja Buddhist University's Battambang Branch." The signing ceremony was presided over by H.E. Mr. Vanlalvawna Bawitlung, Ambassador of India to the Kingdom of Cambodia, and H.E. Dr. Vey Sovijja, President of the Sihanouk Raja Buddhist University's Battambang branch, with representatives from the university's management and officials from the Indian Embassy in attendance as witnesses. The Quick Impact Project will focus on providing essential furniture and Information Technology (IT) equipment to be installed in the newly constructed dormitory for female students at the university. This initiative is expected to directly benefit approximately 140 female students, many of whom come from disadvantaged backgrounds and remote rural areas. The primary objective of the project is to create a safe, comfortable, and conducive living environment that supports their studies, enabling them to pursue higher education effectively. During the occasion, H.E. Ambassador Vanlalvawna Bawitlung highlighted the deep and long-standing friendship and civilizational ties between India and Cambodia, rooted in centuries of cultural and religious exchanges, particularly through their shared Buddhist heritage. He added that India remains firmly committed to supporting educational institutions that contribute to preserving these shared values and provide the necessary knowledge and technical skills to the younger generation for their contribution to the development of their communities and nation. This new project further strengthens the long-standing partnership between India and Buddhist universities across the Kingdom of Cambodia. Through past QIPs, India has supported the establishment of Information Technology (IT) Centres at the Sihanouk Raja Buddhist University in Phnom Penh and its Battambang branch, the Preah Sihanouk Raja Buddhist University, and the Samdech Preah Sangharach Bour Kry Buddhist University. These initiatives reflect the shared commitment between India and Cambodia to enhance educational opportunities, build institutional capacities, and promote the potential of Cambodian youth. Cambodia continues to be a valued development partner for India under its "Act East Policy" and within the framework of the "Mekong–Ganga Cooperation." Annually, India implements ten QIPs in Cambodia, covering priority sectors such as education, health, women's empowerment, sanitation, agriculture, and climate change adaptation. To date, a total of 73 QIPs have been approved, with 55 successfully completed and 18 currently in the implementation phase. All these projects are aligned with the priority policy programs of the Royal Government of Cambodia. These recent initiatives further underscore the robust development partnership and steady progress between India and Cambodia, focusing on delivering tangible benefits at the grassroots level, human resource development, and building sustainable livelihoods.
