Cambodia Hosts International Conference on Combating Tech Scams, PM Vows to Protect National Development and Honor

Cambodian Prime Minister Hun Manet has strongly stated that cyber scams, a new phenomenon that has become prominent since the COVID-19 pandemic, will never be allowed to undermine the nation's development and honor. Speaking at the opening of the "International Conference on Combating Tech Scams" held in Phnom Penh on September 23, 2026, the Prime Minister noted that such criminal activities are entirely incompatible with Cambodia's culture and development efforts. He revealed that the government has decided to establish a special committee, led by himself, to intensify efforts in eradicating scam networks. The Prime Minister explained that measures are being advanced to ensure long-term effectiveness, including modernizing legal frameworks, strengthening mechanisms, and developing human resources for combating cyber scams. He particularly emphasized the importance of responding to the rapid changes and complexities of digital technology, which criminals exploit. Furthermore, Prime Minister Hun Manet pointed out that international cooperation is indispensable for cutting off criminal organizations with global networks. He stated that sincere and open cooperation in information exchange and sharing experiences should be at the core of addressing this issue. Conversely, the Prime Minister criticized actions that use the pretext of combating crime to violate sovereignty or territorial integrity, deeming them deviations from international law and the truth of cooperation. The international conference was convened with three main objectives: 1. To gain a deeper understanding of the evolving complex ecosystem of tech scam networks. 2. To strengthen international cooperation, coordination, and multilateral partnerships in combating tech scams. 3. To promote the exchange of experiences and best practices, and to call for joint action in combating tech scams. A document outlining the outcomes of the conference is expected to be adopted, providing a framework for enhancing international cooperation, information sharing, capacity building, prevention, law enforcement, victim protection, and coordinated responses to tech scams and cross-border crimes utilizing technology.
