Malaysian Military Chief Visits ASEAN Observer Team in Cambodia

General Tan Sri Dato’ Seri Haji Mohd Nizam Jaffar, the chief of Malaysia’s defence forces, visited the ASEAN Observer Team (AOT) stationed in Cambodia on July 8, underscoring Malaysia’s role in the regional monitoring mechanism established following last year’s Cambodia-Thailand ceasefire agreement. The AOT is deployed in Banteay Meanchey province to monitor the border situation. During the visit, General Mohd Nizam led a senior Malaysian military delegation to meet with the observers. Banteay Meanchey provincial governor Oum Reatrey briefed the delegation on the impact of last year’s Thai military incursions on the province and the current situation along the Cambodia-Thailand border. According to a statement released by the Royal Cambodian Armed Forces (RCAF) High Command, Mohd Nizam is paying an official visit to Cambodia from July 8 to 11, at the invitation of Cambodian commander-in-chief General Vong Pisen. This visit occurs as Cambodia continues to encourage greater regional engagement in monitoring developments along the disputed frontier. Cambodian authorities have repeatedly facilitated visits by AOT members to affected border areas, stating that on-site observation helps provide an independent assessment of conditions and supports the implementation of the ceasefire agreement. During his visit, the Malaysian army chief is also scheduled to pay courtesy calls on defence minister Tea Seiha and Senate president Hun Sen. Mohd Nizam and Pisen will also hold bilateral talks aimed at strengthening defence cooperation between Cambodia and Malaysia. The RCAF High Command stated that discussions will focus on enhancing existing military cooperation and identifying practical measures to deepen collaboration between the two armed forces. The high command described the visit as “an important new step” reflecting the commitment of both commanders to further strengthening friendship and defence cooperation. Malaysia is among several ASEAN member states participating in the observer mechanism established after the Cambodia-Thailand ceasefire agreement reached late last year. Earlier this week, the Cambodian Liaison Group facilitated a visit by the ASEAN Observer Team to Border Pillars 52 to 59 in Battambang province, where observers viewed Cambodia’s claims of unilateral Thai fence construction, damage to temporary border markers, and agricultural activities by Thai nationals in disputed areas. Previous observer missions have also visited displacement sites in Banteay Meanchey and other border sectors affected by the conflict. Cambodia has consistently maintained that the presence of ASEAN observers contributes to greater transparency, supports the implementation of the ceasefire agreement, and helps reduce the risk of renewed tensions along the shared border.
