Say Chhum Meets Phnom Penh Residents, Emphasizes Development and National Sovereignty

Say Chhum, Vice President of the Cambodian People's Party (CPP) and Head of the Party's Working Group for the Capital City, met with approximately 200 party members from four districts in Phnom Penh on the afternoon of Monday, September 21, 2026. The meeting, held at the January 7th Meeting Room of the January 7th Palace, was filled with joy and camaraderie. Say Chhum began by inquiring about their well-being and highly commending the progress of the administrations in the four districts—Chamkar Mon 2, Niroth, Prek Eng, and Kbal Koh—under the party's leadership, noting their success in maintaining peace and bringing significant development to their localities. He briefed the attendees on the major historical achievements made under the party's leadership, highlighting the nation's progress from scratch to its current advanced state across all sectors. Say Chhum expressed his interest in the rapid and extensive development in all districts and communes of Phnom Penh, which has directly contributed to the overall development of the country. He stated that while the current development and achievements are substantial, they are not yet sufficient, emphasizing the need for continued effort for future generations. He recalled the great tragedy, devastation, and consequences of "war," particularly the suffering and hardships of the people during the genocidal Pol Pot regime. He also mentioned the recent great devastation from the "invasion war" perpetrated by "Siamese bandits" who are aggressively violating Cambodia's national sovereignty. On this occasion, Say Chhum also reminded the audience of the lessons, experiences, and reasons why the party consistently achieves victory in all electoral competitions and in implementing its political programs. These reasons include: 1. The party has Samdech Akka Moha Sena Padei Techo Hun Sen as its supreme leader, the father of peace, a statesman, and an outstanding guide for the nation. 2. The party has a correct political program aligned with the actual circumstances of each national stage, along with diverse policies to support the successful implementation of the party's program. 3. A vast and high-quality membership base. 4. A cadre of officials with competence, quality, and extensive work experience. 5. Love and support from the people and masses from all walks of life, both within the country and abroad. 6. Support from the international community for Cambodia's just and righteous cause. Before concluding the meeting, Say Chhum provided recommendations, urging attendees to focus on and strive to accomplish several tasks: 1. Regarding the current situation, enhance the spirit of "national unity" to be even stronger and trust the leadership of the party and the government in resolving border disputes and defending national sovereignty from the "Siamese bandits'" invasion. 2. The party committees and subordinate party organizations in the four districts should continue to focus on and promote the implementation of the "Decision on the Joint Plan Towards the Election of Commune/Sangkat Councilors for the 6th Mandate in 2027" by the Standing Committee of the Phnom Penh Municipal Party Committee. This is to be achieved through "maintaining and increasing the winning edge," based on the quantity, quality, and good deeds of party members, in order to win the election and realize the slogan: "One party member is one vote of support for the party."
