How effective will ILO Article 33 measures against the military junta be?

At the International Labour Organization (ILO) conference held in Geneva, Switzerland, the Confederation of Trade Unions of Myanmar (CTUM) has once again strongly demanded that measures be taken under ILO Article 33 against the Myanmar military junta for blocking aviation fuel imports and for forced conscription. What is the weakness of the aviation fuel embargo that allows the military junta to continue its aerial attacks on the people? Will the people being forcibly conscripted be able to obtain practical protection under ILO Article 33?
