Vietnam's Energy Efficiency Programs to Drive Green Growth
Vietnam is accelerating its efforts to meet greenhouse gas reduction targets by strengthening energy efficiency programs, mandating energy-saving plans for state agencies and businesses, and engaging in international initiatives.
Vietnam is accelerating its drive towards green growth through the implementation of energy efficiency programs. The nation's participation in the Montreal Declaration lays the groundwork for deeper engagement with the International Energy Agency's (IEA) multilateral energy efficiency initiatives, offering access to data, policy experiences, technical tools, and public-private partnership models in energy conservation. The government has mandated state agencies and businesses to develop energy-saving plans, set key performance indicators (KPIs) for energy efficiency, establish energy consumption benchmarks, and tighten technical standards and regulations in production and export. This initiative serves as a crucial lever in Vietnam's push to meet its greenhouse gas reduction commitments, with the Energy Development and Efficiency Program 3 (DEPP3) providing technical and policy support through the Voluntary Agreement Scheme (VAS). As Vietnam continues to expand its investment pipeline, diversifying funding sources is becoming increasingly important. The ability to translate capital into viable projects will depend not only on market demand but also on project quality, investment structures, and execution capabilities. Hanoisme has proposed support programs for green transition, intellectual property, traceability, and cross-border e-commerce, including credit packages specifically for exporters. The aviation sector faces a market increasingly shaped by fuel and foreign-exchange volatility, high fleet costs, and constrained aircraft supply, alongside passenger growth and market share. Meanwhile, measures to optimize port capacity and improve the competitiveness of the city's seaport system have led to maximized efficiency, particularly with new berths coming into operation at the Lach Huyen international gateway port. Vietnam's rice export value for the full year is forecast to be around US$3.94 billion, a decrease of about 4% compared to 2025. Many infrastructure, housing, and industrial projects face delays in site clearance and shortages of construction materials, with substantial work remaining for some projects due to be completed in 2026. Phu Tho province has opened initial channels for cooperation with Belgian partners, hoping to translate these contacts into practical projects in high-tech agriculture, culture, heritage tourism, and investment. Through the German-Vietnam Hub, Leipzig plans to build a concentrated business advisory system to facilitate economic cooperation, investment, and knowledge transfer, also aiming to reinforce its position as a venue for cultural exchange and dialogue. Amid tightening global regulations on crypto assets and investors increasingly favoring assets with clear legal backing, Vietnam's approach is opening a new funding channel while strengthening investor protection.
