Phnom Penh Prepares for National Literacy Day Campaign

Phnom Penh City has issued directives to its subordinate authorities and private sectors to prepare for the grand celebration of National Literacy Day on September 8, 2026. The theme for this year's observance is 'Literacy Promotes Quality Inclusive Education.' The instructions encompass the 14 districts, 105 communes, various ministries, educational institutions, factories, companies, and markets within Phnom Penh. These entities are required to hoist national, religious, and royal flags, install banners and slogans, and set up decorative lighting. Citizens are also encouraged to display national flags at their residences in an orderly manner, avoiding the use of torn or faded flags. The Phnom Penh Municipal Department of Education, Youth, and Sports will distribute a message from Prime Minister Hun Manet to teachers and students. Furthermore, guardians will be urged to send their children to school, aiming for universal literacy, numeracy, and problem-solving skills for all individuals in their daily lives. Educational materials, posters, banners, photo panels, and slogan-bearing T-shirts will be produced and distributed to promote non-formal education. The Phnom Penh Municipal Department of Cults and Religion has instructed all pagodas under its jurisdiction to hoist national, religious, and royal flags and install decorative lighting. It also aims to encourage monks and laypeople to celebrate and promote this day through sermons and other activities that enhance moral conduct. This nationwide initiative is viewed as part of the Cambodian government's long-term strategy to improve the overall educational standards of the population and foster a more inclusive society.
