PH Fertility Rate Hits Historic Low Amid Persistent Contraception Gaps

The Philippines has recorded its lowest fertility rate, prompting the Commission on Population and Development (CPD) and its partners to call for wider access to family planning and contraception. Many women in the country, however, continue to face difficulties in obtaining the reproductive health services and methods they need. The CPD expressed concern that this situation could impact the country's ability to achieve its sustainable development goals. Women in rural areas and those from impoverished backgrounds, in particular, have limited access to contraceptive methods due to a lack of information, financial burdens, and social stigma in some regions. Despite the Reproductive Health Law (RH Law) enacted in 2021, which mandates the free distribution of contraceptives and provision of reproductive health information, its implementation has been slow in some areas. Shortages of healthcare workers and budget constraints also pose challenges. The government plans to enhance community awareness campaigns and expand healthcare services to address these issues, but effective measures are urgently needed. A declining fertility rate could lead to a future labor shortage and an aging society, raising concerns about the economy and social security systems.
