Vietnam Outlines Five Strategic Pillars for AI Development
Vietnam's government has outlined five strategic pillars to drive national AI development, emphasizing cross-ministerial collaboration, public-private-university partnerships, talent cultivation, ethical/legal frameworks, and international cooperation. A key priority is shifting the "mindset" to view AI development as an interconnected ecosystem rather than isolated efforts.
Deputy Prime Minister Ho Quoc Dung has outlined five strategic pillars for accelerating artificial intelligence (AI) development as a national strategy. He emphasized that the top priority for AI development is a "change in mindset." AI should not be developed in isolation by individual ministries or organizations, but rather through an interconnected ecosystem linking the state, universities and research institutes, and businesses. This approach will form the foundation for Vietnam to advance AI development comprehensively and effectively. The government has already issued directives to accelerate the promotion of science, technology, and digital transformation (DX), with AI development positioned as a core component. Specifically, efforts to form an AI ecosystem have been underway through the implementation of Resolution 57 over the past 18 months. The five strategic pillars for AI development are expected to include: 1. Ecosystem Building: Strengthening collaboration among ministries, universities, research institutes, and businesses to promote information sharing and joint development. 2. Talent Cultivation: Expanding education and training programs to nurture experts and researchers who will lead the AI field. 3. Ethical and Legal Frameworks: Establishing ethical guidelines and legal regulations for AI use to ensure responsible AI development and utilization. 4. International Cooperation: Deepening cooperative relationships with countries possessing advanced technology to promote knowledge and technology transfer. 5. Expansion of Application Areas: Enhancing support for sectors aiming for growth through AI utilization, such as the film industry, while simultaneously promoting intellectual property protection. Vietnam views AI technology as a new engine for economic growth and aims to enhance its international competitiveness. In particular, strengthening intellectual property protection will be crucial in boosting the growth of AI-driven content industries.
