Vietnam-Canada Trade Eyes Value Chain Integration, Science-Tech Cooperation

Vietnam and Canada are striving to deepen their trade and investment relations under the Comprehensive Partnership framework, with a particular emphasis on strengthening cooperation in science, technology, and innovation. This move aims to transform high-level political exchanges into durable cooperation mechanisms that generate concrete products, businesses, and economic value for both nations. According to a statement from the Office of the Governor General of Canada, Vietnam is an important partner for Canada in the Indo-Pacific region and a valued partner within APEC and the Organisation internationale de la Francophonie (OIF). Since the establishment of their Comprehensive Partnership in 2017, bilateral relations have developed steadily across a wide range of areas. If the political momentum can be translated into tangible cooperation, science, technology, and innovation could become a substantive pillar of Vietnam-Canada relations. Joint funding mechanisms, clear coordination channels, and market-driven projects are seen as key to turning the countries' complementary strengths into a shared innovation ecosystem, thereby injecting fresh momentum into bilateral economic ties. Domestically, Vietnam continues to pursue economic growth. Ho Chi Minh City officials emphasize that Free Trade Agreement (FTA) utilization must go beyond tariff preferences to meet stricter requirements on quality, technical standards, environmental protection, and sustainability imposed by export markets. Bac Ninh province is committed to accelerating its transition to clean energy, with a focus on rooftop solar power systems, and is open to discussing cooperation opportunities with renewable energy businesses. In the aviation sector, Vietnam Airlines has made its debut in the Skytrax international airline awards and rankings, climbing to enter the top 100 for the first time, reflecting its commitment to service quality. Regarding energy, for LNG-fired power to fulfill its role in Vietnam’s energy transition, bottlenecks in institutions, infrastructure, electricity pricing, PPAs, power dispatch, and financing must be addressed.
