Cambodia Discusses Draft Decree to Strengthen Penalties for Construction Law Violations

The Ministry of Justice has commenced discussions with experts from relevant ministries on a draft sub-decree concerning penalties for violations of construction law. The meeting took place at the Council of Ministers' office, signaling a move to strengthen regulatory compliance in the construction sector. According to a statement released by the Ministry of Justice on September 10, 2026, the meeting was attended by H.E. Ly Chantola, Secretary of State of the Council of Ministers and Vice-Chairman and Chairman of Working Group II of the Legal Council, and H.E. On Ponnor, Vice-Chairman and Chairman of Working Group I of the Socio-Economic and Cultural Council. Leaders and representatives from relevant ministries and institutions also participated. The discussions involved the exchange of views on the legal, political, and general aspects of the draft sub-decree. Agreement was reached to revise certain forms, wording, and content of the draft sub-decree up to Article 7. Further meetings with technical experts to review and discuss the draft sub-decree will be scheduled and announced at a later date. This initiative is seen as an effort to accelerate the development of legal frameworks to ensure the legality and safety of construction projects in Cambodia.
