Five men from the same village—Koul Rotana, also known as Sena (40), Vanh Sinoun (32), Liang Chhun Leng (52), Vanh Vuon (52), and Chin Chith (47)—were consuming one liter of alcohol at Im Long's residence. During this time, a verbal argument erupted, attributed to excessive alcohol consumption. Subsequently, Koul Rotana, Vanh Sinoun, and Liang Chhun Leng purchased another liter of alcohol and continued drinking at the home of Hong Phok. At this point, Liang Chhun Leng observed Koul Rotana and Vanh Sinoun arguing and pointing fingers at each other, prompting him to return home. Koul Rotana and Vanh Sinoun remained, continuing to drink together. Shortly after, Vanh Sinoun went to inform Im Long to check on Koul Rotana. Im Long found Koul Rotana lying on the ground under the house with a bleeding laceration on his forehead. Koul Rotana's family rushed him to Preah Sihanouk Hospital in Suong city, and he was later transferred to the Cambodia-China Friendship Hospital Tboung Khmum. However, the family decided to take the victim back to his mother's house in Suong city, where he died on the night of July 9, 2026. Following a complaint filed by the victim's wife on July 9, and under the orders of the Provincial Police Commissioner and Deputy Prosecutor Keo Pheakdey of the Tboung Khmum Provincial Court, specialized forces, in collaboration with the Chi Kor Administrative Police Post, apprehended Vanh Sinoun for questioning. Deputy Prosecutor Keo Pheakdey participated in the interrogation, along with eyewitnesses from the scene. The suspect, Vanh Sinoun, was subsequently detained, and a case file was compiled according to procedure. Colonel Sam Heng confirmed that after the incident, investigations revealed that the suspect, Sinoun, had consumed two liters of medicinal alcohol with the victim, leading to the verbal dispute.
